About WCPCAN

Celebrating 26 Years of Strengthening Families
The legislature created the Council for Children & Families (formerly WCPCAN) and the Children's Trust Fund in 1982. CCF is funded by the state's general fund, the federal Community-Based Child Abuse Prevention (CBCAP) program grant, the Children's Trust Fund of Washington and private donations.

CCF is a 15-member, Governor-appointed Council legislated to promote prevention of child abuse and neglect:

  • Seven citizen Council members are appointed by the Governor
  • Four are ex-officio members designated from the Department of Health, the Department of Social and Health Services, the Department of Early Learning and the Office of Superintendent of Public Instruction
  • Four are appointed from the Legislature (two each from the House and Senate).

CCF employs seven staff members: an Executive Director, two Office Assistants, and four professional staff who manage Grants and Evaluation, Public Affairs, and Policy and Practice.
